The cornerstone publication of the Legal Center, the Blueprint for Change is a framework for educational success. The 8 goals and 56 corresponding benchmarks are a roadmap for direct case advocacy and system reform. Use the Blueprint for Change framework to identify a jurisdiction’s strengths and areas to improve.
Goals
The Blueprint for Change is organized around 8 primary goals. Each goal has a page below that includes additional information, federal and state law and policy, examples, and additional resources.
States that have previously adopted or adapted the Blueprint for Change as a framework include: Florida, Iowa, Nebraska, Pennsylvania, Texas, Washington, DC, and West Virginia.
