State Child Welfare Agency 

State child welfare agencies encompass the Title IV-E agencies of all 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Tribes with approved Title IV-E plans. These agencies  

State child welfare agencies should collaborate with SEAs to share data on who is in foster care and work toward robust bi-directional state data exchanges. They should also support local child welfare agencies to facilitate data exchanges with LEAs.
