Share who is in foster care for more accurate data

SEAs may have more up-to-date information about which students are in foster care. Currently, state-level data on students in foster care is rarely pushed down to LEAs, but this data-sharing practice can be developed to improve the ability of LEAs to accurately identify who is in foster care—particularly for students moving between school districts.
